PARKING POLICY:
1. Each unit in the co-operative is allocated one electrified parking stall. Households pay their own power bills, and electricity used by vehicles is metered back to the individual units.
2. If a member does not need their allocated parking stall, and if that member is willing, another member may make a private arrangement to park in the unused stall. The two members in question will establish, and take full responsibility for, the terms and conditions of, any arrangement. This arrangement is not transferable. If a member wishes to use the electricity of an adjacent electrified parking stall, arrangements should be made with the members concerned. This arrangement is not transferable.
3. Extra unallocated parking stalls will be rented to member households, on a first come first served basis according to the following priority list:
1) Second vehicle necessary for work
2) Second vehicle for personal or family use
3) Recreational vehicle
A maximum of one additional space will be allocated. In units where there is only one member, there will be no additional parking allocated. Only the vehicle described in the “Request for Additional Parking” form may be parked in the allocated stall. For a second parking stall, the rate will be a one-time fee of $10.00 and a $5.00 per month charge thereafter. That amount can be added to the monthly housing charge cheque. All monies collected for parking will be deposited into a special fund, the distribution of which will be determined by the Board of Directors from time to time.
4. --?-- parking stalls on site will be retained for visitors only, and will be so marked. These will not be allocated to member households.
5. No vehicle shall be parked on site other than in defined parking areas. There is no parking permitted in the alleyways.
6. No vehicles, other than motorcycles, shall be parked “two deep” in a parking stall unless, approved by the Parking Committee.
7. Members are responsible for their guest’s vehicles.
b) All un-plated vehicles on site must be owned by the member residing in the unit; a proof of registration will be required.
8. SERVICING
From time to time, members will be required to move their vehicles to allow for parking lot servicing (e.g. winter snow removal). The co-op will give prior advance notice whenever possible.
i) When advance notice has been given, members are responsible for ensuring that their vehicles are moved on the designated servicing date. A member unable to move their own vehicle(s) on a designated date must make arrangements with family or friends to have the vehicle(s) moved. The co-op will not take responsibility for moving the vehicle(s) or for damages caused to vehicles not moved.
ii) In the event that a) advance notice has not been given for winter snow removal; b) a member is unavailable to move their vehicle(s); and c) the member has not designated a friend or family member to move their vehicle(s), then the co-op will not be responsible for snow removal around that vehicle.
iii) All vehicles must be maintained. Members are responsible for keeping their parking stall(s) free of leaks (oil/antifreeze) as there are small children and pets in the area. Clean up of the stall(s) is the responsibility of the member(s). A clean up cost will be charged to the member if the stall(s) are not properly maintained. These guidelines will be in accordance with the Municipal Bylaws. Failure to comply after 48 hours will result in removal of the vehicle at the owner’s expense.
iv) There shall be no service work on vehicles done by members other than, checking of the oil
or anti freeze, changing flat tires, changing brakes, boosting of the battery or other minor mechanical repairs. Any vehicles serviced by the member in the parking lot is to be cleaned up immediately thereafter with absolutely no debris left behind. Vehicles are not to be left unattended while repairs are being conducted for safety purposes. All environmental safety precautions are to be adhered to.
v) There shall be no service work done by non-members to vehicles that are not registered at Rainbow Housing.
vi) Violation of parking restrictions and vehicle servicing will result in a membership review.
9. EMERGENCIES
In the case of an emergency (e.g. fire or flood), the co-op will not be liable for any damage to vehicles caused by moving them, no matter what method of moving is used.
WHENEVER A MEMBER PLANS TO BE AWAY FROM THE CO-OP, ESPECIALLY FOR AN EXTENDED PERIOD OF TIME, THAT MEMBER IS STRONGLY ENCOURAGED TO LEAVE KEYS FOR THEIR VEHICLE(S) WITH AT LEAST ONE OTHER MEMBER OF THE CO-OP.
10. If a member finds another automobile occupying their parking stall, the member is responsible for
dealing with this situation. They must attempt to speak to the offending driver directly before
calling the Police or Parking Enforcement.
11. The Co-op reserves the right to ticket, or tow away at the owner’s expense, any vehicle that is an obstruction to the maintenance of the co-op property or the safety of co-op members. Any damages caused to the vehicle as a result of towing are not the responsibility of the co-op. Members may call on their own the PARKING ENFORCEMENT AT 975-8344, if you wish to report an unauthorized vehicle that is parked at Rainbow Housing.
12. Vehicles that are double-parked will be ticketed at the owners’ expense. The Parking Committee
will not be responsible for locating the owner of double-parked vehicles prior to ticketing. The Commissioner will be phoned and if necessary the vehicle will be towed. Any damages incurred during towing are the responsibility of the owner.
